The form of government in Belarus is a presidential republic. Since 1994, the country has been headed by A. Lukashenko, who every year more and more expands his presidential powers, while violating the Constitution. Many international organizations and countries, such as the European Union, OSCE and the United States, do not recognize the presidential elections in 2001, 2006 and 2010 as legitimate.

Since 2011, Belarus has been in a deep economic crisis, which caused the devaluation of the Belarusian ruble.

The system is based on dedicated short-range radio technology used worldwide. The advantage of the technology is that there is no need to stop the vehicle at the collection point.

Above the toll road bed, there are metal portals with transceivers for collecting tolls. The exchange of information is carried out with the on-board device in the car, which is installed on the windshield.

When the vehicle passes through the payment collection portal, the required amount is automatically debited from the account of the installed on-board device. The account is created when the user is registered in the system.

If the total mass of the vehicle does not exceed the technically permissible norm of 3.5 tons, and the vehicle is registered in the countries of the Eurasian Economic Union (Belarus, Russia, Kazakhstan, Kyrgyzstan and Armenia), the vehicle is exempted from the fare.

The compulsory toll on the roads included in the BelToll system is for the following vehicles:

  • power-driven vehicles with a technically permissible total weight of more than 3.5 tons;
  • power-driven vehicles with a technically permissible total weight of not more than 3.5 tons, registered outside the Eurasian Economic Union.
