It is not easy to get to the territory of the fortress along the wooden Kronverksky bridge on a fine summer day. Narrow sidewalks on both sides of the bridge do not accommodate all pedestrians, and there are cars and sightseeing buses on the roadway bumper to bumper. The correspondent of Novaya Gazeta watched as, due to an unsuccessful U-turn, the bus descending from the bridge towards the fortress formed a huge traffic jam - cars heading for the exit folded side mirrors and squeezed a few centimeters from the curb. Behind, on the asphalt road along the Kronverksky channel, impatient drivers honked, and tourists scurried about in the middle of this mess.

On the bones

The asphalting of the territory of the Peter and Paul Fortress and the opening of parking lots here at the end of the 2000s was accompanied by a scandal. According to archival data, after the revolution, mass executions were carried out in the fortress, including civilians, since there was a liquidation prison here. From 1917 to 1920, more than a thousand people could have been shot here, and here, on the shore, from the fortress wall to the descent to the water, they are buried.

But the museum's management, trying to increase the number of visitors, laid asphalt in spite of the protests of historians and archaeologists, who argued that the remains of the victims of the Red Terror lay in the ground. The construction buckets only stopped when the skulls with bullet holes were pulled out into the light. However, the work did not stop for long: a narrow asphalt path, rarely free of traffic, now stretches along the Kronverksky Strait and ends in a parking lot.

« It is quite clear that this route passes through part of the necropolis of the firing squad period of the Civil War.", - said Alexander Margolis, chairman of the St. Petersburg branch of the All-Russian Society for the Protection of Monuments and Culture.

Until now, the question of whether there are remains of victims of the Red Terror under the busy road and how many there are remains open. The museum has nothing against the excavation, but they want those who wish to continue the search for the remains to provide evidence that they are there.

« For example, the archaeologist Kildyushevsky did not give us a single document that would justify further work.", - said Yulia Demidenko, deputy director of the GMI. At present, an anthropological examination of the bones found earlier is being carried out by order of the museum, but even their future is vague: they are stored within the walls of the fortress, and so far no one thinks how to bury them and perpetuate the memory of the victims.

On the bridge

« We will lose tourists if we make them walk.", - said the deputy director of the museum for general issues Sergei Kondratyev. He does not consider the dominance of cars on the territory of the fortress under his jurisdiction to be critical and recalls the times when tourist buses parked to them from Nevsky Prospekt.

As for the Kronverksky Bridge, which today is both a pity and a little scary to look at - its wooden foundations are subjected to thousands of tons of pressure every day - here Kondratyev is very categorical: “ This is a federal facility that is not our responsibility. We can neither expand it nor increase it».

In August 2015, information appeared that Mostotrest recognized the Kronverksky bridge as emergency, and some of its elements rotted by 80 percent. In September, Vice Governor Igor Albin convened a meeting on the fate of the bridge, where he invited representatives of four committees (transport, urban planning, cultural and protection of monuments) and demanded that work to eliminate the accident rate be carried out by June 1, 2016 so that the hour is uneven, no emergency happens ...

According to one of the participants in this meeting, the chairman of the Committee on Culture Konstantin Sukhenko, partial repairs were made so that the bridge could work. Transport limits were set at 7 tons per axle. Now, not all buses can go there, only biaxial ones, heavy freight transport is prohibited.

By the way, Sergey Kondratyev, Deputy Director of the State Museum of Fine Arts, was also present at the meeting. In a conversation with Novaya Gazeta, he did not say a word about this, insisting that the ability to get to the fortress by car is an absolute boon for the townspeople and tourists.

It is worth noting that sightseeing buses usually weigh 13.5-19 tons. At the same time, there can be two buses and several cars at the Kronverkskaya ferry, so the prospects for the monument of federal significance are not bright.

Igor Albin, in turn, believes that the situation today is not so dramatic. Mostotrest carried out repairs to the bridge from October to January without completely closing traffic. We replaced the wooden supports, changed the top layer of the flooring, the connections between the beams and the spans, and restored the adjoining of the asphalt to the bridge. And, of course, they treated everything with an antiseptic. About 10 million rubles were spent for these purposes. These first-priority emergency measures allow the bridge to be operated now. “Then we have a program of design and survey and construction and installation works until 2018. I will try to speed up the process as much as possible, because I understand the workload of the Peter and Paul Fortress, ”the vice-governor assured.

Entry to the territory of the fortress of passenger cars costs car owners two hundred rubles, tourist buses- three hundred. The museum and the city make good money on this. At the same time, they are not interested in the purpose of visiting a motorist at the box office. For 200 rubles, you can leave your horse for the whole day: from nine in the morning to eleven in the evening. It is unlikely that even one parking lot in the city center can offer such conditions. And if paid parking (60 rubles per hour) appears on Kronverkskiy Prospekt in the near future, then there will be a noticeable increase in the number of “lovers of museum recreation” among St. Petersburg car owners.

He said that the question of the location of vehicles at the Peter and Paul Fortress was removed about two years ago, after the completion of the reconstruction of the facility. However, later, the administration of the museum began to receive complaints from tour operators in connection with the fact that they had nowhere to accommodate "millions of tourists who are in a hurry to inspect the fortress." "Today, due to the economic situation, we are obliged not only to reduce entrance ticket prices, but also to organize parking," he said.

According to the recently announced forecasts of specialists, the flow of inbound tourism will decrease by about 50%, and instead of the traditional 3-6 days of stay in St. Petersburg, the duration of a visit to the city will be reduced to one day. According to Kolyakin, due to the fact that "tourists are the main income of the museum," the leadership of the fortress was forced to make concessions and think over the organization of future parking. By now, according to the director of the museum, official passes to the territory of the fortress have been issued for 700 cars. "During the season, up to 40 buses arrive at the fortress at a time, and up to 200 buses a day," he said.

According to him, the only possible option for parking is the area near the Kronverkskaya curtain: on the territory of 4.7 thousand square meters, about 30 buses can be accommodated. It is impossible to organize parking outside the Hare Island, as Kolyakin noted.

The project reviewer, the head of the St. Petersburg branch of the All-Russian Society for the Protection of Monuments and Culture, Alexander Margolis, called the voiced idea "a prank and sacrifice of the Peter and Paul Fortress." According to him, the entry of cars from the side of the Kronverksky Bridge to Zayachiy Island will radically change the life of the monument. "In order to make such a sacrifice, there must be incredible reasons", - said Margolis. The expert noted that theoretically there are other places on the island for the construction of parking. In particular, he proposed a territory near the Aleksandrovsky ravelin, but explained that it would be difficult to make parking there due to the practice of" games of titled people in the towns. In turn, Kolyakin confirmed the words of Margolis, and said that Russian Prime Minister Vladimir Putin and President Dmitry Medvedev are playing in the towns on this site.

At the same time, Margolis believes that consideration of another parking area is still necessary, since otherwise "the monument will be sentenced to death." The last argument against the construction of a parking lot near the Kronverkskaya curtain, Margolis called the fact that, according to his information, it was near these walls that the prisoners of the fortress were shot. Moreover, Margolis noted that earlier there were found human remains with corresponding bullet holes.

As a result, the members of the cultural heritage voted to create a parking lot in the specified area. Now the presented sketch will be finalized to the architectural design.
